Question 2:
The intersection of X and Y is one of the most dangerous in your district, where X people died and Y people were injured between 1995-2005 (NYS DOT). As a City Council member, what traffic enforcement policies or physical changes to the intersection infrastructure would you support to make this intersection safer for everyone who uses it (pedestrians, cyclists and drivers)?
  • I am not an expert on traffic problems, but saying that, I do come originally from a state that started the use of traffic circles, which were proved a very dangerous way of moving traffic, at that time I worked in the Sate Assembly, and would do what we did then. Go out and get the best people or firms in the world to come and tell us how to solve the problem, the DOT does not have that kind of person working for us at this time, I would get them

  • Both streets are each 6 lanes across. The crosswalks are too long. The pedestrian island housing the stop lights are too small and insufficient to accommodate more than a few people if they can not walk fast enough to reach the other side. I would explore the idea of widening the pedestrian islands on both Bowery and East Houston, implementing protected bikelanes, and reducing the number of traffic lanes as well. A quick measure to increase safety would be to increase more rigorous enforcement of speeding cars. Transportation Alternative's own studies have shown that 70% of drivers speed on East Houston Street.

  • One of the most important issues facing District 1 is pedestrian/bike safety. Across the district, there are safety issues with high-traffic areas. On the west side, pedestrians face vehicles with no stop signs or lights on Greenwich street; in Chinatown, traffic from the Manhattan Bridge claims several lives every year; and up on Houston, the lack of a protected bike lane threatens cyclists with some of the most dangerous spots in the City.
    I've crossed at this intersection; it is a huge crossing, and I know how dangerous it is. Without knowing whether the people who were in accidents were in cars or not makes it difficult to know what to concentrate on, but there are some obvious things that could be done. First, the medians are very narrow, and the protective islands should be widened greatly to actually make them a refuge for pedestrians. Second, there needs to be a devoted left turn

  • The intersection is a five way intersections. A study should be conducted to see if better traffic light system would help. Better cross walks for pedestrians are needed.

  • East 233 street and white Plains Road is congested due to the many vehicles that are double park. Because White Plains Road draws in so much revenue, the only changes I will make is to have several Traffic agents assigned so that they can both control traffic and issuing summons for all vehicles that are violating the traffic laws. I will also encourage everyone who wish to drive to park their vehicles either one block over or on the side streets.

  • There is a blind spot going up the hill on 167th and I think this has probably helped to add to the incident rate. However clearly there is a problem which needs to be addressed. The DOT and other responsible agencies should definitely be obligated to research and report on the conditions which are leading to this. In the meantime, I think more lighting and a speed warning board are appropriate. We must also determine if it is the timing of the lights, ie; the crosswalk signals are to short. If an adjustment needs to be made than we must do that. The main thing is that we address the issue. We must look at the intersection, talk to the players involved, figure out what we need to do, and do it.

  • I recommend the design and installation of traffic and pedestrian control barriers along with improved signage. The installation of state of the art visual and audio traffic signal devises would also be my suggestion. There are actually a number of more periolus intersections within the district, several in which fatalities have occured. These intersections and vehicular corridors do need to be redesigned and reconstructed inorder to reduce hazards which currently exist.

  • Given the proximity of P.S. 169, the Bay Terrace branch of the Queens Public Library, and the Bay Terrace Shopping Mall to the intersection of 23rd Ave and Bell Blvd., I would advocate for crossing guards to work extended hours at the intersection to protect any crossing pedestrians, especially during the school year.

    I would also like to see the traffic light at the intersection turn to a steady red light in all four directions to allow pedestrians and bicyclists the opportunity to cross with traffic paused.

    I believe that both of these options will slow down traffic through the intersection making the roads safer for everyone.

  • Our entire district is overrun with illegal commercial traffic that destroys our quality of life and steals our residential streets. The expansion of College Point, commercial overdevelopment and congestion on the boulevards designated for commercial traffic, has resulted in a large overflow of commercial vehicles into our streets. I would propose a new joint task force between the NYPD, the DOT and the DEP for an immediate crack down on illegal commercial traffic and protect our neighbors from illegal and harmful emissions. This particular intersection is further complicated by the major shopping area of Bay Terrace that is immediately adjacent to the site. Expansion of the turning lanes, traffic agents during the busy seasons, additional parking at the facility, computer timing sequences at surrounding intersections and increased enforcement of existing parking and driving restrictions in that area is required. Since the matter has yet to be brought to the Community Board 7's attention, I would immediately contact Commissioner Maura McCarthy request a traffic warrant study and request community board hearing to further discuss intersection and any other high incident areas.

  • The intersection of Bell Boulevard and 23 Avenue is serviced by 4 different bus lines, the Q13,
    Q28, QM2, and the X32. If bus service was increase on those bus lines, it would reduce traffic
    and congestion, helping to make the streets safer. Also, installing automatic speeding and red
    light cameras will help enforce the driving laws designed to protect public safety. Finally,
    installing bike lanes would complement other measures to help improve public safety and
    health. In addition, I would support constructing pedestrian footbridges. Footbridges would make foot traffic safer and also speed up traffic.
